Immigration Policy
Referring to the repatriation of 118 illegal immigrants to South Vietnam and the incident in which 38 people from China hijacked a barge and forced the four-man crew to take them to Hong Kong, two papers commented on the immigration policy of Hong Kong in their editorials.
New Life Evening Post (28.6.74) pointed out that the Chinese illegal immigrants are more fortunate than those from Vietnam because of 'political' and 'policy'
reasons.
"Hong Kong is a small place. Without proper controls on the population, a lot of social problems will emerge. Therefore, the authorities, with few exceptions, usually stick to the immigration regulations when dealing with illegal immigrants," it said.
In a separate editorial (30.6.74), the same paper felt that the Government had long adopted a lenient policy for dealing with illegal immigrants from China.
"The Government never prosecuted them. Besides, it allowed them to stay and issued them with identity cards," it recalled.
The paper thought there was nothing wrong in dealing with illegal immigrants leniently, yet 'hijacking' and 'killing the innocent during a hijack' were unforgivable.
"Fortunately the illegal immigrants only hijacked a barge this time, and did not commit any killing, so there are still grounds from them to be forgiven," it said.
The paper stressed that the insufficiency of medical and educational facilities and the housing and traffic problems make it difficult for Hong Kong to cope with the influx of illegal immigrants.
"So we hope the Government can review its 'lenient policy' and introduce a new one more suitable for coping with the situation," it urged.
Sing Tao Jih Pao (2.7.74) was also of the opinion that the Government should review its policy for dealing with illegal immigrants.
The paper stressed that the population density has reached saturation point so it is indeed difficult for Hong Kong to accept any more illegal immigrants.
"However, #1 the paper felt, "the Government should investigate all cases individually before making a decision,"
The paper went on to say that, in fact, there are some immigrants who affect the life of the people of Hong Kong in an even worse way than those illegal immigrants do.
"These people como huro, pretond to live like taipans and mix with people in high society. If they succeed in making money they will stay and send their money back to their own countrics. If they fail, they will just close down business and depart. They have not made any valuable contribution to Hong Kong's business development, except for causing inflation," the paper claimed.
