(g) He also informed me that if he goes back to S. Vietnam

he would undoubtly be obtained and suffer torture. As an example, he gave me an account of which had happened to the brother of a school mate of his named Lin, who had deserted the Army but had not left S. Vietnam. This youth was detained, and so brutally assaulted

madenbilly that upon discharge from prison, which was obtained by a bribe to officials, he had to undergo medical treatment for approx. 9 months for grave internal damage. He is now a physical and mental wreck caused by such brutality. He also informed me that the British Embassy in Saigon would most likely not find out what has been requested of them, as the Saigon authorities get quite arbitrarily

in these matters.

(h) Mr. LEUNG has been detained since Dec. 12th '73 during which period Habeas Corpus proceedings were brought. Last Saturday (Dec. 22nd) he was brought to the Airport to await the plane bound for Saigon, and whilst he was waiting for same, was brought back to the Prison (No doubt due to the Foreign Office and your cable to the H.K. Government).

(i) He implored me with tears to ask Amnesty to do its best to save him from an unknown fate in Saigon, and that he should be allowed to proceed to Taiwan and live with his relatives there. I promised to do so, and after obtaining copies of the documents I left 5:15 p.m.

On Dec. 28th I rang up the Colonial Secretary and sought an further interview with him. This was accordingly arranged at 3:30 p.m.

on the same day.

During the said meeting I again stressed the inhumanity of removing Mr. LEUNG to Saigon when he had a valid visa to Taiwan, and the fact that he had been led up "the garden path" by the Immigration Authorities for over 7 months. That he was a sick youth and that an
