Thank you so much for your very prompt action in the above- mentioned matter. I hope that my note dated Dec. 22nd and enclosures therewith are already in your possession. My apologies for being so brief, as I was in a busy to catch the post.

As already stated in my said note, upon receiving your cable, I tried to contact the Colonial Secretary on Dec. 22nd, but without success. However, I was able to do so on the phone on Sunday Dec. 23rd at his home, and an appointment was made for me to see him at 3:00 p.m. on Monday Dec. 24th at the Colonial Secretariat.

Accordingly, on the day in question, I saw him for over 1 hour, during which time I made representations on behalf of Mr. LEUNG. I should perhaps add, that ir. Henry Litton Q.C. Chairman of the local branch of Justice, assured me of his support in the matter, but was unable to attend the meeting with me, due to heavy commitments; I so

informed the Colonial Secretary.

My representations were based on the newspapers' reports, (forwarded to your good self). I particularly pointed out that Mr. LEUNG had a valid entry visa to Taiwan, and in the circumstances it would be unfair, unjust and oppressive for him to be removed to Saigon, where an unknown fate awaited him. I stressed the fact that according to my information 4 or 5 years ago 4 S. Vietnamese deserters had been removed from H.K. to Saigon, and that they were summarily shot on arrival at the Capital. (Miss Stephanie Grant has some particulars of the case),

and that a similar fate might well await Mr. LEUNG, if he were removed

there.

His reaction to my representations was, that the Governor
