Just before the Christmas holiday you telephoned the Secretary of State's office about the deportation of Leung Pak-kin, a South Vietnamese of Chinese origin, from Hong Kong. We also received representations from Amnesty International and the Secretary of Justice.
As I believe you know, we consulted the Governor at the time of your telephone call, and we were subsequently in touch with him again when we received Amnesty's written representations on 4 January.
As it turns out, Leung Pak-kin is not a deserter from the South Vietnamese forces, but is a draft dodger. He was released on bail in Hong Kong, following your and Amnesty's enquiries, and has now disappeared. However, the Governor has confirmed that, when he can be traced, Leung will be allowed to go to Taiwan for which he holds a visitor's Visa. I am sure that you will welcome
this decision.
