In the general survey that we must now put to

Ministers, we have to consider four categories of

immigrant; legals; allegedly criminal illegals; innocent

illegals; and illegals from third countries.

Ministers may well decide that we must continue

to refuse the return of alleged criminals to China, except

under the Extradition Ordinance after due legal process.

Any other decision would mean giving in to the Chinese on a

point of principle and could attract criticism here. If

this is so, it is likely, unless the Chinese change their

policy on giving evidence, that e.g. the Eleven will not
