to reject his petition. We again asked the Governor to postpone his decision until the general question of illegal immigration

policy had been resolved.

Saigon have since informed Hong Kong that, depending on

the full facts, it is very unlikely that Han would face execution or even a long period of imprisonment if he was returned to Vietnam. If, as Hong Kong believe, Han left Vietnam while temporarily exempt from military service on health grounds, he would probably be treated as a draft-dodger and would be

redrafted and perhaps put on heavy duties but would receive no

other punishment.
