You may recall that at a meeting held at the Foreign and Commonwealth Office on 6 August in connection with the secondment of Chief Superintendent N S Howell to Hong Kong as Senior Assistant Commissioner of Police a question was raised in passing about the appointment of British police officers to the Independent Commission Against Corruption.

We have since established that these officers would be covered by the Overseas Service Act, 1958, and the Hong Kong Government has recently selected the serving officers shown in the appendix to this letter for appointment on secondment to the Commission for a period of 21⁄2 years each. I should be grateful therefore if you would let me know whether the Home Office would approve their release under the provisions of the above Act. We shall, of course, also obtain the Civil Service Department's agreement in this respect.
