Thank you very much for your letter of 26 February which sets out your staffing policy in a clear and encouraging way. It looks from here as if you have got the balance just right. I have shown your letter, with this comment, to others in the Office and intend, at this moment, to submit it, with a similar comment, to our Minister, when we get one.
2.
On a related point, I had a talk yesterday with Car Anning and with Chief Superintendent Gillert and gave them an idea of what you have told me. I hope you will find their visit useful. Anning struck me as both cool and shrewd, though he leaves most of the talking to his companion.
