Sections 12 and 13 set out the duties and powers of the Commissioner which will enable him not only to investigate suspected offences under the Prevention of Bribery Ordinance but also to examine the practices and procedures of Government departments and public bodies and to recommend improvements in such practices and procedures so that opportunities for corrupt practices may be eliminated.
9. Sections 14 to 16 deal with financial and accounting procedures.
10. Section 17 provides for an annual report to be submitted to the Governor and laid on the table of the Legislative Council.
11. Section 18 amends section 6(2) of the Public Services Commission Ordinance to exempt the Commissioner, the Deputy Commissioner and officers of the Commission from the purview of that Ordinance.
12. Before His Excellency the Governor assented to the Bill in the name and on behalf of Her Majesty, I advised that he could properly do so.
