Thank you for your letter of 14 May enclosing a copy of a telegram from the Director of Operations of the Hong Kong Commission against Corruption. I had heard about this from the Commissioner and I hope that there is now no misunderstanding that this is a matter for the Home Office. As I mentioned on the telephone I was also sorry to hear that while Commander Anning wasin Hong Kong an attempt was made to persuade him to stay, at a salary higher than he receives in the Metropolitan Police. This was a disappointing response to our agreement to lend one of our top men for an urgent job.
As to the latest request I can confirm that, despite our own shortages, there is no Home Office objection to what is proposed. The way is therefore open to the placing of advertisements. Sir Robert Mark has agreed to make Commander Anning available to help with the interviews in due course. There is however one point which I should make clear. On the assumption that the 17 posts will be permanent appoint- ments, any serving police officer selected will have to resign from his present force. This is in contrast to a temporary secondment when we safeguard pension rights and a right of reversion by means of appointments under the Overseas Service Act 1958.
I am sending a copy of this letter to Sir Robert Mark.
