(b) Entry points will be
determined by qualifications, experience, merit and present salary including allowar ces if any plus any possible risk factor in the event that prospects in present employ- ment may be affected unduly by appointment with the Commission).
A special allowance of $700 per month will be paid in addition. This allowance will not attract pension or gratuity bene:its.
(a) Secondment
The officer will be released for service with the Commission on secondment terms. During secondment the officer's promotion prospects in his substantive grade will be preserved in accordance with the provisions of approved departmental or grade policy and conditions of appointment. The provisions of ER 126 will apply and seconded officers will retain seniority in their substantive rank/grade. Officers earning more than the minimum salary of the grade to which they are seconded will retain their present salary and incremental date. Officers earning less than the minimum salary of the grade to which they are seconded will enter at the minimum of that scale and will be eligible for an increment in the event that the period of secondment exceeds one year;
(b) Agreement On Leave ithout Pay

The officer will be released for service with the Commission on leave without pay and will normally be appointed on Agreement for a period of 2 years with a terminal gratuity of 25% of gross basic salary earned. The period of the Agreement may be adjusted to cover such contigencies as mid-to ir appointments,lcave and other factors likely to affect the Agreement period.
