Dear Mr Tilton,

Thank you for your letter of 4 November.

I am distressed to hear that you have not yet had any contact_from the Independent Commission Against Corruption in Hong Kong. I passed your letter of 5 May to Jack Cater, the Commissioner of the Independent Commission who happened to be in London, and I explained the previous exchanges with John Prendergast. He said, I thought, that he would get in touch with you while he was in this country.

I may, of course, have misunderstood him, in which case you will have thought me rude in not replying to your previous letter. I apologise.

I have now once again sent your most recent letter to Jack Cater, who has returned to Hong Kong. I will remind him gently of the hope that he should get in touch with you and I am sure that he or John Prendergast will do so.
