duty to act when an offence is committed in his presence,
in which circumstances I had conducted operations against
narcotics establishments in accordance with the General
Authority I held which empowered me so to act, I was told
most emphatically by my Sub-Divisional Inspector, MR W.
MacMAHON, Senior Inspector, that I should not even look
for divans. Second, at my own suggestion I introduced weekly Intelligence Reports dealing with my work, submitted
to MR MacMARON and ultimately to MR CHAN. In these I
repeatedly asked for advice and guidance on certain
problems. No such advice or instruction was forthcoming.
Upon my being posted from Hunghom Division to the Police Training Contingent in February 1963, MR MacMAHON telephoned
me and demanded that I return the originals of my own
reports, which bore his signature and that of MR CHAN, my having replaced them with carbon duplicate copies which
did not carry those acknowledgements. Upon my needing to
prepare representations in reply to the Commissioner's
memorandum of 19 June 1963 I went to Hunghom to retrieve
the originals, which I had wished to submit in evidence of
rebuttal of this criticism which had been made of me.
I was
told that my particular reports had been "lost."
16. My services were terminated by the Commissioner of Police,
ostensibly in accordance with Section 23(1) of the Police
Force Ordinance, with effect from 22 July 1963.

On 17 July 1963, at my request I was granted an interview by the Commissioner of Police, MR HEATH, a meeting conducted in the presence of his witness, MR P.J.CLOUGH, Senior
Superintendent. In the course of the meeting I asked MR
HEATH if he was aware that his junior officers were being
subjected to pressures in their divisions. MR HEATH replied "It doesn't matter."
