SUBJECT: Hongkong corruption.

STATEMENT

1.

THE FOLLOWING statement is, in effect, a recapitulation of the grounds upon which my complaint against the Crown for an injustice inflicted upon me is founded.

I have made representations regarding this matter over a period of years without securing any redress whatever and I now make this submission to the Commissioner of the Hongkong Independent Commission Against Corruption upon the reiterated advice of our Member of Parliament, Sir Anthony Royle, K.C.M.G., for the constituency in which I live.

Before going any further, however, I desire to set out the following observations:

(a) According to a statement made by the Under Secretary of State for Foreign and Commonwealth Affairs on

9 May 1974 the Commissioner would look into my case if there were "fresh and conclusive evidence of corruption (in it)."

I cannot be expected to take this reservation seriously, since, obviously, if I were in possession of "conclusive" evidence I should not spend any time whatever making submissions to the Commission but have direct recourse to the established courts of justice forthwith. It would, in fact, be my plain duty to do so.
