Thank you for your unreferenced letter

of 18th November 1974 about Mr. Kwong Lau. I

I regret to say that the copy of Mr. Kwong's letter,

which was attached to your letter, cannot be found in our registries.

I consequently wrote to Mr. Kwong Lau on 29th November 1974 bringing to his attention the procedures for making representations to the Secretary of State, and asking him for a copy of his letter to you. My letter to Mr. Kwong Lau was returned as he is unknown at the address shown in

your letter i.e. 2 Diamond Hill, Sector 3, Hong Kong.

I would be grateful if you would let me have another copy of Mr. Kwong's letter so that I may pass it on to the Commissioner Against Corruption. As Mr. Kwong is not known at the address he has given to you, I see no need to take any further action.
