The enclosed statement by Alan Ellis was sent to Lord Goronwy-Roberts by Sir Anthony Royle with a request that it be forwarded to you. I also enclose, for ease of reference, a copy of the letter which Lord Goronwy-Roberts wrote to Sir Anthony Royle on 9 May. This was in response to the Governor's letter of 11 April.

It will, of course, be for you to decide whether Ellis has now set out his evidence, and in particular his specific allegations of corruption, in a form which can be investigated by the Commission. But, as you know, Ellis is a persistent gentlemen with a sense of grievance, who is not likely to be satisfied unless his allegations have received the most thorough examination (if then).

3. In any case, Lord Goronwy-Roberts will wish to keep Sir Anthony Royle informed; and I should therefore be grateful if you would let me know, as soon as you can, how you decide to tackle the case.
