1.
Mrs Elsie Elliott has written again to Lord Goronwy-Roberts about the case of Mr Lui Sung. Her letter crossed with Mr Woodland's letter of 29 July.
The recent background to this case is described in my sub- mission of 25 June, with which I submitted a draft reply to Mrs Elliott's letter of 17 March addressed to Mr Peter Blaker.

We had earlier received a full report from Hong Kong in their Saving telegram no. 34 of 30 January. The Governor then concluded
that he did not consider anything further could or should be done to assist Mr Lui; and Mr James Johnson MP, when he visited Hong Kong in April, was also satisfied that the Hong Kong authorities had not been misrepresenting the facts (Hong Kong telegram no. 450).

Mrs Elliott says in her latest letter that she has also sent to Lord Goronwy-Roberts a Press Release on the case. This has not arrived; but an article, presumably based on the Press Release, appeared in the Hong Kong "Star" of 31 July.

The Governor's report observes (para. 21) that Mr Lui and his family have a house including a kitchen to which he was not entitled and that, despite thorough investigation by the Police, Mr Lui's allegations of theft and bribery were not substantiated. We should continue to support his judgment that nothing further
can be done.

I recommend that Lord Goronwy-Roberts's Private Secretary should tell Mrs Elliott that Lord Goronwy-Roberts regrets that there is still nothing he can add to his letter of 27 June.
