GOVERNMENT OF HONG KONG GODBER EXTRADITION

With reference to Mr Rushford's telephone conversation with Mr Petts earlier today, I now enclose the text of the two messages which Mr Prendergast sent to Hong Kong on 7 and 8 October, and also the text of the message which we received this morning from the Hong Kong Government.

We understand that you will be passing these messages to Counsel for their consideration, and that they had a sight of file before Mr Prendergast took it back to Hong Kong.

You will no doubt be in touch with us when you have obtained Counsel's views. For your consideration, our own tentative initial reaction is that it might be unwise to make a claim of Crown privilege about

confidential file on a class basis.
