We have spoken to Mr Christopher French QC on the

telephone, when he said that we should ascertain from the

Colonial Secretary whether he intends to claim Crown privilege

or not on

file. Could you please ascertain the position

from him as soon as possible?

Could you also let us have your department's views on

whether or not Crown privilege should be argued in this particular case? Could you also ascertain from Hong Kong whether we are to be instructed to fully argue the issue of privilege or

not in respect of this file?

Mr Potts also said that Counsel suggested a consultation when

you had Hong Kong's reply.
