Mr Peter Blaker has sent me a copy of your letter of 17 March about Mr Lui Sung.
You will remember that you also wrote to Mr James Johnson Jon 13 January about the same case. Mr Johnson then wrote to
Mr Blaker, who at that time was the Minister with responsibility for Hong Kong.
Mr Johnson was then himself about to visit Hong Kong, and he agreed to discuss with the Hong Kong authorities a report on the case, a copy of which may by now have reached you. Mr Johnson was not himself able to visit the site at Castle Peak, but he has told us since his return that he is prepared to believe that the Hong Kong Government are telling the truth and that the facts are as stated by them. I understand he intended to sugest to you that you might visit the site to assure yourself that Mr Lui Sung has a house and kitchen on Crown land as the Hong Kong authorities state.
I recognise and appreciate your continuing efforts on behalf of the poor of Hong Kong. But the facts of this case, as revealed in the Governor's reports and in Mr Johnson's comments, do suggest that Mr Lui Sung has been fairly treated.
