As forecast in my submission of 25 June, Mrs Elliott is not open to conviction that the Hong Kong Government have acted fairly. She has replied at some length to Lord Goronwy-Roberts's letter of 27 June.

2.

It is clear from the Governor's report that Mr Sung's case has already been exhaustively investigated, and Lord Goronwy-Roberts pointed out in his letter of 27 June that

Mr James Johnson was satisfied (following his visit to Hong Kong in April) that the facts of the case are as stated in the report. 3. There is nothing new that we can say to Mrs Elliott that will make her see the case in any different light. therefore recommend that we send her no more than a brief

acknowledgement.
