PETITIONS BY MR PUN TING CHAU

1.

Two copies of a petition by Mr Pun Ting Chau have been passed to us for action. They are identical, except that one is addressed to Lord Shepherd as Lord Privy Seal and the other to Mr Ennals as "Deputy Foreign Secretary". Both are dated 3 January 1974 - well before present Ministers took office. The petition seems to be a round robin to a number of people. The copy addressed to Mr Ennals reached the FCO only on 26 April. I enclose it, but am keeping here the copy addressed to

Lord Shepherd.

I should be grateful if you would inform Mr Pun of the correct method of transmitting his petition. At first glance, it seems fairly well set out and documented. If it is re-submitted through the proper channels, we shall of course also be grateful for your comments.

If you think the matter should be referred to the Independent Commission Against Corruption, perhaps you would tell Mr Pun that this has been done. I see that he has already had correspondence with the old Anti-Corruption Office.
