MP's LETTER: MR ALAN ELLIS

Problem

1.

Sir Anthony Royle MP wrote to Miss Lestor on 14 March

enclosing a letter from his constituent Mr Alan Ellis. Lord

Flag Goronwy-Roberts sent an interim reply on 11 April, saying that

we were still consulting Hong Kong. We have now received a further 88) letter from the Governor, which enables us to send Sir Anthony a

substantive reply.

There has been a long history of representations from

Mr Ellis, a former Inspector in the Royal Hong Kong Police Force.

Mr Ellis's probationary appointment was terminated in July 1963

on the grounds of temperamental unsuitability. Mr Ellis complained

of unfair treatment and wrongful dismissal. He made a series of

representations to various Ministers between 1963 and 1966. There

were full investigations in Hong Kong, which did not find any of

Mr Ellis's allegations proven. For a period thereafter he stopped

writing to Ministers until 1971 when he became a constituent of

(the then) Mr Royle.

Over the past two years Sir Anthony Royle has had a lengthy

correspondence with Mr Ellis in an attempt to answer all his questions

and allegations and to try and convince him that the Hong Kong

Government were entirely within their contractual rights in

terminating his probationary appointment. When the Godber case

blew up in Hong Kong Mr Ellis renewed his presentations, maintaining
