I attach a copy of a letter from the Home Office about the application of the speciality rule. I am not sure that I understand Mr Bubbear's argument. He seems to be saying that, since it is the law of the returning country which governs the return, it doesn't matter what the law of the receiving country says.
If that
is so it is perhaps difficult to see why the provision in the Act for an arrangement was made. However, if the Home Office are satisfied, I see no reason for us to object. Tony Rushford concurs, and I have agreed to pass a copy of Bubbear's letter to you. Here it is.
