Mr Pun has also sent the same letter to

David Ennals and to Lord Shepherd. We have

already referred the matter to the Governor of

Hong Kong, asking him to advise Mr Pun to

submit the petition through him for his comments

and recommendations in accordance with the

normal procedure.
