Thank you for your letter of 2 May 1974 and the letter to Mr. David Ennals from Mr. PUN Ting Chau which was enclosed with it. As you surmised, Mr. PUN has sent copies of this letter to a considerable number of people during the past few months, including the Governor, the Colonial Secretary, UMELCO, Ian Lightbody, myself and Sir Alec Douglas Home (see Miss Kelly's letter to me of 11 January 1974 to which Peter Lloyd replied on 1 February).
Mr. PUN's letters and the various documents enclosed with them have been passed on to ICAC for investigation and Mr. PUN has been told of this.
I shall inform Mr. PUN of the correct method of transmitting his petition to the Secretary of State in accordance with the provisions of CR 169.
