used in the Metropolitan Police.

It seems to us that your present photographic capability could do with expansion particularly in the field of long range photography. Should it prove possible to keep him fully employed, the use of a permanent I.C.A.C. photographer, of sufficient experience to give him the standing of an 'expert' witness, would no doubt be beneficial.

We consider the most important 'aid' at present lacking is that of personal radio communication and recommend that the provision of this facility be given top priority. Should such a system be installed, the ideal place for control would appear to be within Mr HUI's section.

Adequate transport, at the moment, seems to be in short supply and some consideration could be given to the acquisition of some nondescript vehicles for the purpose of both static and mobile surveillance.

Tape recording is a fertile and necessary field in this type of investigation but we confine ourselves to the observation that, apart from the varying capabilities of the equipment, a great deal can be lost or gained by the way in which it is employed. For example, the usefulness of a body tape in a bar can depend on where the microphone is sited, which direction the user and the suspect are facing, how close to a corner etc. The point we are making is that somebody within the Technical Support section should become very knowledgeable about tapes and thus be able to instruct other operatives within I.C.A.C. on how to get the best from them.

It appears to us also that in view of the amount of corruption suspected to occur in connection with traffic accidents and M.V. Inspectors, the provision of officers able to give expert evidence on these matters would be beneficial. Perhaps consideration could be given to the recruitment of one or two ex-traffic patrol officers from the U.K. who would combine the advantages of expert technical knowledge, experience in giving evidence on these matters as a professional witness and general investigating expertise. I may add, however, that competition for the services of good ex-officers in this field is already keen.

Other desirable attributes for the Technical Support section would seem to be the provision of a really fast car, for use when essential, the provision of more motor cyclists and some personal disguise capability for use when required.
