received a letter of explanation from Mr Royle in
reply.
3. As Lord Goronwy-Roberts is aware, we are still
discussing with the Governor the difficulties inherent
in any change to the Fugitive Offenders Act. Lord
Goronwy-Roberts has agreed that this question should
be discussed at a meeting to be held the week after
Easter and we shall be providing a background note for
him. In the meantime, he may wish to send Mr Ogden
an interim reply. I submit a draft accordingly.
The Department's Legal adviser agrees.
