I submit a draft reply to the Governor's Personal letter

of 26 March. I think there is advantage in sending him a copy

of our own paper, to demonstrate that we are playing this fairly.

I also think that, in this Personal letter, we can without

impropriety make it plain to him that we are likely to meet

opposition from the Home Office and the Law Officers.

2.

Mr Youde also suggested that, while we should say that

Lord Goronwy-Roberts has agreed to support another initiative,

we should also make it plain that he has not yet studied the

question of Section 10 of the Prevention of Bribery Ordinance

itself.
