The situation would be the reverse if a link could
be shown betwoon the sums of money mentioned in the folders end their
receipt by Godber.

Undesirable as the "dual criminality" rule in the Fugitive
Offenders Act of 1967 may appear, it at present is of course the law of
the United Kingdom, and constitutes a bar to Godbar's extradition end
eventual prosecution in Hong Kong.

Having perused the papers before me at some longth,
I share the sense of frustration no doubt felt by the authoritics in
Hong-Kong, but unless fresh evidence be found, em bound to advise that
cxtradition proceedings could not at present be successfully undertaken.
