ADVICE

1 (a) I am asked to advise whether there is at present sufficient

evidence upon which a successful application could be made for the

return of Godber to Hong-Kong from the United Kingdom.

(b) I have had the benefit of reading the roport of Sir Alastair

Blair-Kerr and the most helpful note on the case by the Attorney-Goneral.

I have also had the benefit of a conference with the Attorney-General.

(c)

I am told that all the facts set out in the Attorney-Gonoralis

note arc if necessary capable of proof.

(i)

Those facts I understand to be :

Botucon August 1952 and the 14th June 1973 Godbor was

a serving officer in the Hong-Kong Police Force, roaching

the rank of Chief Superintendent.

(ii)

By the 31st May 1973 ho had become entitled to end bean

paid the sum of $767,236 by way of salary.

(iii)(a) Someting before the 4th June 1973, his superiors became

aware that he was in control of pccuniary resources

disproportionato to his official cmoluments.

(b) Such resources to the tune of some 4.3 million dollars

have been traced.

(iv)

By the 4th June 1973 Godbor was carrying out duties with

the anti-vice squad responsible for the Kowloon district.
