Dear Mr. Stewart,

quas Kelly!

could see with

the papers

55 Kung Lək Road, Kwun Tong,

Kowloon, Hong Kong.

30th. January, 1974.

I received your letter of 22nd January, though it

The truth would be a lie if I were to say I was glad to receive it. is that it made me angry and frustrated, as I asked you not to send

and you did just that. my letter to the Colonial Secretary here

Can you now clarify a few points for me, without

first asking the Hong Kong Colonial Secretary?

What is the purpose in unjustly-treated people here

do writing to London, if all you is to send on what they said, and put them in a worse position than before?

I know one Government

servant who told me he wrote to the Colonial Office in London stating

He was in trouble here because why he disagreed with the Vietnam war. of that and lost his job.

S. what astually happens is that I write to you and complain, say, that a policeman has taken part in framing a driver. You ask the Colonial Secretary here, who asks the Commissioner of Police, who asks the Traffic Chief, who asks the Constable accused

The reply then in the case, whe denies that he did anything wrong. goes back to you and you answer to me: "This case has been investigat thoroughly my Her Majesty's Foreign & Commonwealth Office, and the Minister is satisfied that no framing took place and there is no justification for the allegation.

This is the system that has permitted Hong Kong to become the oantre of a world-wide drug trade and probably the most corrupt colony that ever was.

This also shows that the people of Hong Kong are in desperate need of democratie institutions, because S.- called British Justice does not exist here.

I hope you will tell the Minister that if in future we have rists in Hong Kong, he must blame his utter aegleet of the people's rights and his complete refusal to listen to anything they say.

and

n'

Indeed, when I see what happens here and the complete disregard with which the London Government allows explaitation of the local people by M.P. with business interests in the colony, I am not surprised that Britain is also in a mess. Who really cares about people?

RECEIVED IN REGISTRY No.31 SFEB 974
