LETTER FROM MR ANTHONY ROYLE MP ABOUT HIS CONSTITUENT MR ALAN ELLIS

Problem

1.

Mr Royle has written to Mr Blaker enclosing a further

letter from Mr Alan Ellis. Mr Ellis's earlier letter of 7 December,

which he addressed to Mr Royle while he was still in office and which

was overtaken by Mr Royle's departure, is also attached. A reply is

required to both letters.

Background

2.

There has been a long history of representations from

Mr Ellis, an ex-Inspector in the Hong Kong Police. Mr Ellis's

probationary appointment was terminated in July 1963, on the grounds

of temperamental unsuitability. Mr Ellis complained of unfair

treatment and wrongful dismissal.

3.

I attach a background note prepared in 1971 which sets out

the circumstances of Mr Ellis's dismissal and the history of his

subsequent representations up to 1966. For a period there ster reafter

Mr Ellis stopped writing to Ministers until 1971 when he became a

constituent of Mr Royle.

4.

For the past two years Mr Royle has had a lengthy

correspondence with Mr Ellis in an attempt to answer all his queries

and allegations and to try and convince him that the Hong Kong

Government were perfectly within their contractual rights in

terminating his probationary appointment. The papers were re-examined

by the Overseas Police Adviser who later met Mr Ellis to go over the
