Mr Johnson wrote to the Secretary of State on 21 January

asking for comments on a letter he had received from Mrs Elsie

Elliott about "injustices suffered by poor people in Hong Kong",

with particular reference to the case of Mr Lui Sung. Mrs Elliott

also sent a copy of the same letter direct to Mr Blaker.

As agreed with Mr Davies, I will write to the Colonial

Secretary asking him to reply to Mrs Elliott, on behalf of Mr Blaker,

to the copy which she sent direct to the Minister.
