Suspected Maladministration of Justice by

the Royal Hong Kong Police Force : Suspected Concealment of Murder Case

At 0915 hours on 1st January 1974 at a point just West of the Western bus terminus of Tsuen Wan a body of a fully clothed Chinese female aged 21 was found on the beach by the Police as a result of a 1999' call from an unknown male.

The body had a cloth belt looped around its neck. The belt ran down the back of the body and the hands were in a slip knot. It had been dead since the afternoon of the 31st December but more likely since midnight.

A subsequent post mortem examination established that the deceased had been about ten weeks pregnant. The Forensic Pathologist who attended the scene and conducted the post mortem reported that the death was due to "Asphyxia by strangulation (most likely suicidal)". However due to the circumstances and the fact that the body had not been identified the enquiry was continued as a possible homicide.

The identity of the body was not established until 20th January, 1974 when a woman who had previously reported her niece missing was re-contacted and provided the police with a photograph.

Enquiries then revealed that the deceased entered Hong Kong illegally on 6th May 1973, with a male friend to whom she was engaged. They had remained friends and in contact but her fiance denied that he had ever had sexual intercourse with the deceased and therefore could not be the father of the unborn child.

Enquiries also revealed that she had worked in a textile factory until 31st October, 1973 when she left without giving any reason.

Her occupation thereafter is still unknown although enquiries are continuing, however she was last seen alive at 0630 hours on 31st December, 1973 by her aunt.
