1. I attach a copy of a letter to Mr Anthony Royle MP from his constituent Mr Alan Ellis which Mr Royle has forwarded for comments to Mr Blaker. We have a long history of correspondence with Mr Ellis who was formerly a police inspector in Hong Kong and whose appointment was terminated some ten years ago.

2. I shall be dealing with paragraph 1 of Mr Ellis's letter of 7 January which concerns his own case but I should be grateful for your comments on the rest of his letter which concerns the question of Mr Godber. We shall need to submit a reply from Mr Blaker to Mr Royle and I should be grateful for your advice on what we can say in regard to the reference to the trial of Warren Hastings.
