On behalf of the dead girl and for the sake of good administration of justice, I do earnestly beg my Dear Secretary of State to order an enquiry into the case after considering the following points:

1. It is reported that recent cases of kidnapping girls and

forcing them to become prostitutes have increased.

It is believed by most people in Hong Kong that certain members of the police are involved in the protection of brothels and prostitution houses.

It is possible for a girl to be murdered in the course of forcing her to be a prostitute.

Is it possible for a gang living on prostitution to have killed a girl and bribed the investigating police team, after having been traced out, through their link with corrupt policemen?

Is it possible for a man of influence to have killed the girl and exerted pressure on the police to conceal it?

Is the case really a suicide case or a murder case?

Why has no Coroner's Inquest been held (up to now, no Coroner's Inquest has been held)? Why has the police made a conclusive decision without a Coroner's Inquest having been held?

Will a Coroner's Inquest be held? If ho, why?

If this is really a murder case, has there been any concealment and who is the officer responsible for this?

To the living people, to treat this case as one of murder or suicide may mean less work. But to the killed, is it hot a most important thing that the criminal should be traced and brought to justice? And to my Dear Secretary of State, is good administration√ of more or less importance?
