HONG KONG: DEATH PENALTY

1.

Mr Lewis Carter-Jones has written to the Secretary of State about the depth of feeling which he found in Hong Kong, when he was there in August, on the subject of the death penalty.

2. I submit a draft reply which, like the letter which Lord Goronwy-Roberts sent to Mr Ben Ford MP on 26 July, is largely based on the conversation which the Secretary of State and Lord Goronwy-Roberts held with the Governor in June.
