Mr Ben Ford MP has written to Lord Goronwy-Roberts about the death penalty in Hong Kong, and the depth of feeling in the Colony on the issue. He encloses a copy of a leading article from the South China Morning Post.

I submit a draft reply which reflects that part of the conversation last month between the Secretary of State, Lord Goronwy-Roberts and the Governor which can reasonably be divulged.
