NOTE BY THE ATTORNEY GENERAL

CHARGE AND CONVICTION.

CHENG Wing-fei (who was 19 years of age at the time

of the offence) was charged with the murder of WONG Fat-nip.

He was convicted on 8th February 1974 and his appeal to the Full

Court was dismissed on 10th April 1974.

BACKGROUND.

The murder arose out of a dispute over the repayment

of money loaned to a call-girl by a call-girl organisation for

which she worked for a short time. The girl lived with a man

by the name of HO So-kuen, who lived on her earnings as a

call-girl. She transferred from one such organisation to another (of which the deceased was one of the operators) and

the money ($3,500) was advanced to her by the new organisation.

she was seized by the new organisation and detained.

FACTS.

Sometime after 10 p.m. on 28th February 1973 three
