In his minute of 29 March Mr McNally has asked for a
paper setting out the Secretary of State's precise responsibilities
and the chain of appeal in British Dependencies in the exercise
of the Royal Prerogative of Mercy in cases of capital punishment;
the practice in independent countries near those dependencies
where the death penalty is retained; and the policies of Common-
wealth countries on the retention of capital punishment.
2. I submit a short background note covering these points; it
also includes a section on the retention of capital punishment
in Dependent, Territories themselves.
