1. You kindly wrote to Andrew Stuart on 17 January about the case of Liu Chu.

2. We conveyed your views to Hong Kong. We have now received the attached telegrams from the Governor, which indicate that he has considered the possible mitigating factors which you mentioned, together with some others which we put forward ourselves, but does not believe that they could form a realistic basis for commutation. Our legal adviser sees no reason to dissent from the Governor's views. If you do, perhaps you would kindly let us know.
