In these circumstances I propose to wait until towards the end of next week, or until an election is announced, whichever is the earlier, before submitting to FCO Ministers. This might also give your people time to comment on the second paragraph of Prior's letter. For what it is worth, Mr Blaker told Y K Kan that he had voted against the abolition of the death penalty in the UK. There may therefore perhaps be a greater identity of FCO Ministerial view on this question than formerly.
