DEATH PENALTY IN DEPENDENT TERRITORIES
Mr Pauncefort's minute to Mr Champion of 14 January below. We have quite a number of death sentence cases in Hong Kong at any one time. At present all but one case has had the death sentence commuted under the Governor's Frerogative of Mercy.
The remaining case, that of Liu Chu, is a very difficult one where it is hard to find any mitigating circumstances. The Governor may well decide to let the law take its course. We shall therefore have to submit to the Secretary of State. We have not yet done so, and if a General Election is announced within the next few days, we shall be unable to do so until after the Election. We will keep you informed of developments.
3. Details of the Liu Chu case are as follows:-
