CIRCUMSTANCES

Murdered night watchman in course of burglary of premises where Wong worked. Many chopper wounds.

Killed watchman of factory premises in the course of burglary. Several heavy blows with iron pipe.

Li stabbed 15-year old girl, member of family with whom he had had several furious disputes. Killing in fit of temper.

Revenge killing. The two accused came from West Pakistan where deceased killed a member of Khan's family in 1958. Savage killing about 50 stab wounds.

REASONS FOR COMMUTATION

SENTENCE

Death.

No mitigating factors.

Watchman attacked Chan. Chan not armed when he entered premises. Chan convicted August 1965. Matter considered by Executive Council only in Dec. 1966 (Thus under sentence of death for 16 months. Judge recommended clemency. E

Li had been drinking. No pre-meditation, a blind impulse in the presence of several witnesses. Only one blow. Great remorse, gave himself up to the Police an hour later.
