As in Britain, prostitution as such is illegal,
but there are problems as there are in other large
tourist centres and sea ports. You have problems
dealing with prostitution

it is not an easy
subject to tackle, but Hong Kong does tackle it
as best it can. Again, you mention drug addiction.
The Hong Kong Government is very well aware of the
problems of drug addiction in Hong Kong. It has
very recently reviewed the entire situation and has
adopted new and more positive measures not only to
deal with the treatment and suppression of drug
trafficking and drug addiction in Hong Kong, but
also to try and do something about the problems
which are outside our control.
The whole aim of this report by this Group and
Mr. Sillars seems to be to bring about a situation
where a Royal Commission will be appointed to
investigate the colony. Do you think that is
necessary and desirable?

I certainly do not think that this is necessary or
desirable. No-one pretends that Hong Kong does not
have a lot to do if it is to continue providing its
citizens with acceptable living conditions. But I
think we are entitled to ask for an objective and
