I submit below a statement on the position of the Hong Kong Government on the Convention of Economic, Social and Cultural rights.

The reservations entered by you relating to dependent territories (paragraph 2 of your savingram 5 of 20th February 1974) have been studied.
3.
As regards:
(a) Article I, we would like this reservation to be entered
on behalf of Hong Kong;
(b)
Article 7(a)(i), the requirements therein will be met within the public service, but are not required by law to be met outside the public service. It may therefore be prudent to postpone the application of sub-paragraph (a)(i) of Article 7 to Hong Kong.
(c) Article 8(1)(b), a reservation should be entered on behalf
of Hong Konge
