We had asked for your response to this critical survey of Hong Kong because it is for you as Secretary of State to carry this responsibility.
We are very disturbed to have had no response from you, not least because the removal of means of rational discussion of colonial policies has often in the past provoked despairing responses by colonial peoples. This lesson of history is widely recognised in the labour movement which raised you to office, and we therefore again invite you to offer your considered response to this
