Of course, none of this would excuse the Hong Kong Government from working steadily for the betterment of social conditions within the Colony, or HMG from continuing to encourage such changes. This is the elementary human right of the people of Hong Kong, and this is what the Government are doing. I enclose a transcript of the Governor's speech when opening the Legislative Council on 16 October 1974. This provides a balanced presentation of the problems as seen in Hong Kong, and by us, and the steps that are being taken to meet these problems.
