"In considering the overall development plan for Lantau, the Government should not delay too long because investors might give up hope and

lose interest in the project," warned Wah Kiu Yat Po.

Regarding the economic side of the project, Ming Po and Hong Kong Times were of the opinion that the bridge should be built by private enterprise in exchange for either a grant of land on Lantau or a franchise for a certain period.

The other two papers, Wah Kiu Yat Po and Sing Tao Jih Pao felt that Government should undertake and finance the project itself.

"The construction cost of the bridge could be met by revenue raised by land sales, and the tolls collected should be enough to cover its maintenance costs, said Wah Kiu Yat Po.

Sing Tao Jih Pao was worried that if the bridge was built by a private firm, it would have a monopoly on the operation of the bridge and the fares charged would be very high.

PRE-VOCATIONAL TRAINING

According to a survey recently conducted by the Hong Kong Council of Social Service, there was an average of nearly eight applicants for every seat in Hong Kong's six pre-vocational schools in the coming school year.

This led to three editorials in the Chinese press, urging the Government to expand pre-vocational and vocational training.

"The results of the survey reveal a great defect in the educational system in Hong Kong. Although the authorities have plans to remedy the situation, they have failed in carrying them out thoroughly," said Wah Kiu Yat Po (15.8.74).

Referring to an interview with 700 Form III students under the summer industrial training scheme for youths" jointly organised by the paper and the Federation of Hong Kong Industries, Sing Tao Jih Pao (14.8.74) said most of the students interviewed said they would like to, continue their education in industrial or . vocational training schools.

"This is the wish of the young people. It shows that they are highly interested in receiving industrial or vocational training, the paper said.

"We hope the education authorities will pay attention to the needs of the young people. We also hope that people in industrial circles will co-operate by building more vocational training schools and providing industrial training sessions in factories in order to train more skilled workers, it added.

Wah Kiu Yat Pao said that the three year pro-vocational training would give students a better chance to find jobs when they graduate.

At present, however, the Government's performance in promoting this kind of education is very disappointing," the paper said as criticism.

"Education in Hong Kong should be aimed at providing suitable -industrial training required by commerce and industries"

Sing Tao Jih Pao suggested.
